by the Grace of God of the United Kingdom of Great Britain and Northern Ireland, and of Her other Realms and Territories Queen, Head of the Commonwealth, Defender of the Faith, to all to whom these Presents shall come: GREETING!
WHEREAS WE are desirous of recognising exemplary service and devotion to duty by all ranks of Our Volunteer Reserve Forces, We do by these Presents, for Us, Our Heirs and Successors institute and create a new Medal.
Firstly:
It is ordained that the Medal shall be designated and styled “The Queen’s Volunteer Reserves Medal”.
Secondly:
It is ordained that the Medal shall be circular in form and in silver, that it shall bear on the obverse the Crowned Effigy of the Sovereign, and on the reverse the words “The Queen’s Volunteer Reserves Medal” on a scrolled ribbon and that the name of the recipient shall be inscribed around the rim.
Thirdly:
It is ordained that the Medal shall be worn by recipients on the left breast suspended on a ribbon one-and-a-quarter inches in width of dark green with a narrow central stripe of yellow-gold and narrow yellow-gold stripes at either edge. It is further ordained that in the official list showing the order in which Orders, Decorations and Medals should be worn it should be placed immediately after The Queen’s Fire Service Medal.
Fourthly:
It is ordained that the Medal shall be awarded only to those who, being members of any rank of Our Volunteer Reserve Forces, shall have rendered such devotion to duty and exemplary service over a period usually of at least 10 years in and to Our said Volunteer Reserve Forces as shall have been of particular value to Our said Forces and constituted an outstanding example to others, and that such awards shall only be made on the recommendation of Our Secretary of State for Defence.
Fifthly:
It is ordained that the award of the Medal shall entitle the recipient, on all occasions when the use of such letters is customary, to have placed after his or her name the letters “QVRM”.
Sixthly:
It is ordained that the names of all those to whom We may be pleased to award the Medal shall be published in The London Gazette and that a Register of such names shall be kept in the Office of Our Secretary of State for Defence.
Seventhly:
It is ordained that reproductions of the Medal, to be known as a Miniature Medal, which may be worn on certain occasions by those to whom the Medal is awarded, shall be half the size of the Medal and that a sealed pattern of the said Miniature shall be kept in the Central Chancery of Our Orders of Knighthood.
Eighthly:
It is ordained that it shall be competent for Us, Our Heirs and Successors by an Order under Our Sign Manual and on a recommendation to that effect by Our Secretary of State for Defence to cancel and annul the award to any person of The Queen’s Volunteer Reserves Medal and that thereupon the name of such person in the Register shall be erased; provided that it shall be competent for Us, Our Heirs and Successors to restore the Medal so forfeited when such recommendation has been withdrawn.
Ninthly:
It is ordained that Our Secretary of State for Defence may make Regulations for the carrying into effect of this Our Royal Warrant.
Lastly:
We reserve to Ourself, Our Heirs and Successors, full power of annulling, altering, abrogating, augmenting, interpreting or dispensing with these rules and ordinances, or any part thereof, by a notification under Our Sign Manual.
